It is taking the remote that Phoenix obtained after the TV world explore and trying it out on different things. Its primary focus will be on the common area TV, if you need one location. (It will also be trying to determine where the TV broadcast is coming from using the same kind of wireless communication as before.)
Realistically, though, it would experiment with pressing different buttons on the remote all over the prison, so if it would definitely react somewhere else then the exploration results should probably focus there.
