Survival is what the SMP is canonically. While in survival mode, they're able to do things like break blocks/materials by hitting them, provided the block is not one that requires silk touch. How tough the material is will change how long it takes them to break it. Upon breaking it they now have and can either produce it from nothing, or can craft new items from it depending upon what the item is. For instance, wood can be turned into planks which can be turned into sticks or a crafting table to craft a larger variety of items with, or they can break wood, and then use the wood they broke to build a house or a pillar with. They can also combine different items to make new, different items.
So like, with Wilbur, he might be requesting a stack of sand as an item which because he's a minecraft character, if he gets his hands on gunpowder he can use it to make TNT, or he can heat it in a furnace to get glass, or he can just build himself up a tower and stand on the tower of sand he created.
Adventure mode is a mode that is more limited, in which it's designed for dungeon runs or like escape room things. They cannot break blocks unless they have the correct tools for it, so unless they have an axe they cannot just break through a wooden wall through being willing to spend a while punching it. Adventure mode also limits what they can create iirc like we need a crafting table for making new items idk I don't play in adventure mode ever.
So in this case, Wilbur could not just eventually break iron bars by being willing to dedicate time to punching them, and then have iron bars in his inventory that he could produce to make a cage around someone later. He'd have to have a tool that would reasonably break iron bars.
